No. It is a passive converter, not a charger. You still need a USB-C Power Delivery charger to plug it into — the adapter simply converts that charger’s USB-C output into the round Dell plug your laptop expects. The benefit is carrying one modern USB-C charger instead of a bulky laptop brick.
How do I know whether to pick this one or a different tip size?
