The Techly IADAP-USB3-AFT, part number IADAP-USB3-AFT, is a small converter with a USB-A plug on one side and a USB-C socket on the other, so a USB-C cable or device can be used with a computer, charger or hub that only offers rectangular USB-A ports. It passes USB 3.0 signalling, which means SuperSpeed transfers at up to 5 Gbit/s rather than the USB 2.0 rate most cheap converters manage.
Direction matters: the USB-A plug goes into the host or charger and the USB-C socket accepts the cable or device. It does not work the other way round, so it will not let you plug a USB-A stick into a USB-C laptop. It also cannot pass USB Power Delivery or video, because the USB-A side has neither.

What is this useful for in practice?
Two things: using a USB-C charging cable with an older USB-A charger or a car charger, and plugging a USB-C phone, SSD or accessory into a desktop, dock or TV that only has USB-A sockets. Keeping one in a drawer means a USB-C cable is never the wrong cable.
Will data still run at full SuperSpeed through the adapter?
Yes, as long as the USB-A port is a USB 3.x one, usually marked blue or with an SS symbol. The adapter itself passes the SuperSpeed pairs, so a 5 Gbit/s drive reaches its normal rate. In a USB 2.0 port everything drops to 480 Mbit/s.
