The Good Connections 5021-PST1 is a 15 cm internal adapter cable that connects a case's 19-pin USB 3.0 front-panel plug to a 9-pin USB 2.0 header on the motherboard. It lets you use the front USB ports of a newer case on an older board that has no internal USB 3.0 header.
Compatibility note: A 9-pin motherboard header only carries USB 2.0 signals, so the front ports will work at USB 2.0 speed (up to 480 Mbit/s), not at 5 Gbit/s. The adapter goes inside the PC, between the case cable and the board header.

No. The motherboard's 9-pin header is a USB 2.0 connection, so any device plugged into the front ports is limited to USB 2.0 speed. For 5 Gbit/s you need a board with a 19-pin USB 3.0 header or a USB 3.0 PCIe card with an internal header.
Does one 9-pin header power both front ports?
A 9-pin USB 2.0 header normally carries two USB 2.0 ports, and the 19-pin case cable serves two front ports, so both ports typically work — at USB 2.0 speed.
