The Techly IADAP-DSP-230T is a compact converter that plugs into a full-size DisplayPort output and provides a VGA (HD-15) socket, so newer PCs and notebooks can drive older VGA monitors, CRT screens and projectors. It supports up to 1920×1200 at 60 Hz and draws its power from the DisplayPort port.

Compatibility note: The input is a full-size DisplayPort 1.2 plug (not Mini DisplayPort, as some distributor listings state). It converts digital DisplayPort to analogue VGA in one direction only, and VGA carries no audio.

No. It has a full-size DisplayPort plug for desktop PCs, docks and graphics cards. For Mini DisplayPort you need a Mini DP to VGA adapter.
Can I use it to connect a VGA laptop to a DisplayPort monitor?
No. The conversion only works from a DisplayPort output to a VGA display, not the other way round.
